In 2017 and March 2018, two Sectoral Employment Orders (SEO's) were issued for the construction sector and the mechanical engineering building services contracting sector. They are legally binding and apply even if the employer is non-unionised. Each SEO sets out the statutory minimum rates of pay, the terms and conditions such sick pay, pension, death in service and they detail the dispute resolution procedure to handle any grievances. These SEOs replace the old Registered Employment Agreements (REAs) which were declared unconstitutional by the Supreme Court in 2013.
